Characterizing G-ANR's for proper group actions

For a locally compact group G, we will consider extension properties of orbit spaces of proper (in the sense of R. Palais) G-spaces. For any Lie group G, we give a characterization of G-A(N)R's in terms of the H-fixed point sets, where H runs the family of all compact subgroups of G. Applications and related open problems will be discussed.
