The HPF-2 document was originally going to contain a chapter defining
the HPF Kernel, however, this idea was abandoned. tHERE
is an identifiable subset of the language which is `Guaranteed to execute
fast and be portable'. It has the following characteristics:
- subset of full HPF
- no pointers
- no dynamic mapping
- no INHERIT
- only certain types of alignment allowed, not strided.
